About The Organization:

Bright Future & Welfare Organization (BFWO) is a Kabul based non-government (NGO), not-for-profit (NPO), independent, civil society organization (CSO) founded by a group of dedicated public health, curative medicine, education, and management experts. It is registered with the Ministry of Economy of Afghanistan under license number 5379, which follows the NGO and other applicable laws of the country, the approved Article of Association (AoA), and donors guidelines. BFWO is an Afghan NGO that operates in the health and education sectors to serve community health promotion, managing and responding to the emerging health crises, public health safety, literacy, and education across Afghanistan. The NGO also works for the development and relief of marginalized communities to achieve social and economic prosperity and improve humanitarian and social capital through delivering health & social, educational & livelihood services, especially to the vulnerable and marginalized societies and communities of Afghanistan.

Objective:

The main purpose of the Project Manager (PM) role is to supervise, monitor, and coordinate the Mobile Health activities and team to respond effectively to acute needs of crisis and/or conflict affected mother and children and most vulnerable populations or host communities through deployment of Mobile Health and Nutrition Teams. The main activities for this project are:

  • Preparedness, coordination and deployment of Nutrition and Health Mobile teams in target provinces.
  • Provision of IMAM services to children under 5 years old and Pregnant and lactating women.
  • Provision of treatment for common illnesses/IMNCI amongst under 5 years boys and girls.
  • Caregivers and PLWs with children U2 receiving Growth monitoring and MIYCN counselling and care practices activities
  • Provision of sexual and reproductive health services including family planning services for women in reproductive age, ANC/PNC consultations for PLW and referral of pregnant women to hospital for safe delivery.

MAJOR RESPONSIBILITIES:

The PM will be responsible for the below listed tasks:

Project Implementation

  • Responsible for the planning, implementing, and supervision of all project activities.
  • Ensure timely implementation of the planned activities as per MoPH and donor guidelines.
  • Monitor implementation of activities and conduct regular visits to the project implementation site.
  • Coordinate with local authorities to ensure the smooth implementation of activities.
  • Provide technical support to the team as and when required.
  • Regular technical follow-ups and evaluations of the teams at the field and office levels.
  • Identify and anticipate problems or constraints during the project implementation and propose solutions or improvements for better performance.
  • Coordinate with relevant Technical departments to ensure project activities are in line with BFWO’s technical guidelines.
  • Participate at nutrition and health coordination meetings with partners at provincial level (NGOs, MoPH, BPHS, UN and other stakeholers).
  • Communicate with Program Manager on the implementation of activities to highlight challenges and ways forward.
  • Respect the organization charter and perform any other related duties as required.

Finance:

  • Forecast expenses for all project-related budget lines on monthly and quarterly basis.
  • Track expenses on a monthly basis and monitor remaining budget through the use of the Budget Follow-Up sheets.
  • Highlight issues on budget with program manager and finance team on timely basis.
  • Ensure donor’s guidelines are respected in regards to financial expenses

HR:

  • Ensure that recruitment of all project positions is done in a timely manner
  • Prepare training and capacity building plan for the project staff and share in advance with relevant departments.
  • Coordinate with relevant MoPH and UNICEF teams to support and facilitate training as required.
  • Carry out appraisals of all project staff before the end of the project implementation
  • Communicate internal grievances between project staff to Program Manager and HR department.

Logistics:

  • Prepare the Project Procurement Plan in collaboration with the Logistics department.
  • Anticipate and raise all procurement requests related to the project activities.
  • Coordinate with the Logistics department to follow-up on the deliveries of requested items
  • Regularly assess the medical and nutrition supply need for the implementation of the project activities and make timely request to the pharmacist.
  • Ensure donor’s guidelines are respected in regards to items procurements

Reporting:

  • Develop Monthly Narrative and Quantitative Report and share with program manager on time.
  • Ensure that bi-weekly report is uploaded to emergency reporting platform.
  • Draft donor reports and share with Program Manager in a timely manner as and when required.
  • Ensure that all reports are prepared following donor’s guidelines, and respecting donor’s deadlines.

M&E:

  • Coordinate with Monitoring and Evaluation team to develop and finalize project-monitoring plan.
  • Coordinate with M&E team and ensure that proper complaint and feedback mechanisms are in place.
  • Ensure that beneficiaries are aware of BFWP’s complaints and response mechanisms and that these are accessible to targeted beneficiaries and communities regularly.
  • Support the M&E department to ensure that all beneficiaries’ complaints are addressed properly and on-time.
  • Integrate M&E teams recommendations into project implementation.
  • Organize a kick-off and a close-out meetings, as well as a mid-term lessons learnt workshops with relevant departments internally and externally as and when required.
  • Carry out monitoring visits to the field team regularly.
  • Organize and coordinate Monitoring visits from donors and facilitate third party monitoring on timely manner.

Movement and Security:

  • Collect and share the MHNT weekly and bi-weekly movement plans with transport and security focal points on weekly and bi-weekly basis.
  • Adherence to the movement plan is must.
  • Inform line manager and security team about any security incident happened in a timely manner.

Background/Qualifications

  • At least a bachelor’s degree in Medicine or Public Health.
  • Master’s degree in Public Health or Project Management is preferred.
  • At least three years’ experience working at a senior level position with an international NGO or UN organization in Health and Nutrition.
  • Adequate Knowledge on Food Security, WASH and Protection sectors is a plus.
  • Five years of experience in team management and supervision
  • Proven experience in team management
  • Experience working in Emergency contexts, BPHS projects and Health and Nutrition programming is an asset.

Skills Required

  • Fluency in English language both spoken and written.
  • Fluency in local language, Pashto and Dari (spoken & written).
